Yes — the Nevada DMV EC-008 Emission Control Exemption is a sworn affidavit with a jurat. You must sign under oath before a Nevada notary or an authorized DMV representative. EC-008 is used when your vehicle is kept in an area without an emissions program; if your current area has testing, submit that jurisdiction’s passing certificate instead.

EC-008 lets qualified Nevada owners register or renew when the vehicle is kept in a location without an emissions testing program. The form contains a perjury statement and a jurat completed by a Notary Public or Authorized DMV Representative.
Use EC-008 when the vehicle is outside Nevada in a no-program area, or in a Nevada county that does not require emissions. If you’re in a place that does offer testing, provide that jurisdiction’s passing certificate instead of this form.
Do not pre-sign. Jurats require you to swear/affirm and sign in the notary’s (or DMV representative’s) presence.
