Do all heirs or co-owners need to be present for VP-024 notarization, or can one person sign and submit the form?

No. Generally, only the eligible heir or claimant signs VP-024 and has their signature notarized. The affiant must confirm eligibility and that notice was provided to anyone with an equal or superior claim; co-heirs do not all need to be present at notarization. If multiple heirs are each entitled, they would complete their own affidavits and keep proof of required notices.
