Part I of the Nevada DMV VP-254 Motorcycle Highway Use Affidavit can only be completed and certified by a Nevada licensed motorcycle dealer or a Nevada registered motorcycle repair shop—general automotive mechanics, unlicensed repair facilities, and motorcycle owners themselves are explicitly prohibited from certifying this section. Part I requires a detailed safety inspection of the converted motorcycle to verify it meets mechanical and equipment standards for highway operation. The licensed dealer or registered shop must physically inspect all required safety equipment including functional headlights, tail lights, brake lights, turn signals, mirrors, horn, properly secured license plate bracket, and working brakes meeting Nevada standards.
