No. If your out-of-state area has emissions testing, submit that state’s passing certificate; EC-008 is for areas with no program.

No. Nevada guidance indicates that if your vehicle is temporarily outside Nevada in an area with emissions testing, you must submit a passing emissions certificate from that jurisdiction.
